 Hundreds of people were forced to abandon their cars along impassable city streets and interstate highways that evening and 

 many more abandoned their responsibilities to play in the snow,  

which was piled nearly a foot high by morning."

Six City That Works trucks, six  City employees with chainsaws .  They partially limbed a few trees. I think they're Bureaucracy Training.

That limb was only 4-5 inches wide. tiny tiny rings. 

Top Heavy with layers and layers of personnel, the next day, the pool had 20 City employees watching and or participating in some Exercise, in which two lifeguards were swirled around around in the Current Channel as the other dozen, most in street clothes watched, with a photographer catching every angle, and middle managers taking turns observing the Fake Drowning. 

I'm guessing that's what it was, simulated Drowning. IE this is what a Drowning in a whirlpool looks like. It was like Willy Wonka testing his kids with the cyclone bath in mixer speed 11.  

The fancy office people stood around for an hour or so afterward, reflecting on their pensions and bobblehead collection.
